The layout inspiration is the fun part. The actual build happens in a fairly fixed order, and skipping steps — or doing them out of sequence — is where most cost overruns come from.
1. Design and permitting
Before anything gets torn out, the layout needs to be drawn up (even roughly) and checked against local zoning and building code — especially if you're adding a bathroom, kitchenette, or separate entrance. This is also when you find out whether you need to replace lost parking, since many cities require it when a garage stops functioning as one.
2. Demolition and structural prep
Removing the garage door and framing in a wall, cutting in windows for required egress and natural light, and confirming the slab and foundation can support the new use. If the slab needs a moisture barrier or the foundation needs reinforcement, this is where it happens — and where surprises tend to show up.
3. Rough-in: electrical, plumbing, HVAC
Garages are rarely wired or plumbed for living space. This step adds circuits (often a dedicated panel), runs plumbing lines if there's a bathroom or kitchenette, and installs ductwork or a ductless mini-split for heating and cooling. This is usually the single most expensive phase, and the one most sensitive to how far the garage is from existing utility lines.
4. Insulation and drywall
Most garages have little to no insulation. Walls, and often the ceiling, get insulated and covered — this is also where fire-rated drywall may be required, especially on any wall shared with the main house.
5. Flooring, fixtures, and finishes
Flooring goes down over the (now-hidden) slab, cabinetry and fixtures get installed in the kitchenette and bathroom, and trim, paint, and lighting finish the space out.
6. Final inspection

Where the timeline usually goes sideways
- Permitting delays — this step has the widest variance by city, and it's the one people underestimate most.
- Utility distance — if the electrical panel or sewer line is far from the garage, rough-in costs and time both climb.
- Scope creep — deciding mid-build to add a bathroom, raise the ceiling, or upgrade finishes resets both the budget and the schedule.
